Who We Are

A federal health IT firm built on mission-driven delivery

Minority-owned, Bethesda-based, and trusted across federal health agencies since 2014.

About Conselara

Aligning technology with mission

Conselara is a minority-owned small business headquartered in Bethesda, Maryland. Founded in 2014, we have spent more than a decade helping federal health agencies align technology with mission — delivering solutions that improve care quality, safety, and access for Americans.

We operate as both prime and subcontractor across federal health IT programs, with active work spanning NIH, AHRQ, ONC, CDC, and CMS — including prime contractor on the ONC HealthIT.gov BPA.

What Makes Us Different

Integrator and consultancy

Most firms in this space are either technology integrators or policy consultants. Conselara is both — integrated capabilities across engineering, cloud infrastructure, communications, and stakeholder adoption.

We also invest in staying ahead. Our active R&D in AI and machine learning, including production deployment of large language models on-premises, means the AI capabilities we bring are verified in practice, not theoretical.

Our Approach

Successful federal programs require more than technical competence

They require understanding how agencies work, how stakeholders think, and how change gets sustained over time. Our engagements are built around measurable mission outcomes — and we are experienced navigating the governance, contracting, and security requirements that come with complex, multi-vendor environments.
